Hoping someone can clarify language in the VA's Safety Assessment Code matrix.

Major includes the criteria "Increased length of stay for three or more patients" and "Increased level of care for three or more patients."
Minor includes "Increased length of stay or increased level of care for one or two patients."
Why would these be defined by number of patients? Seems like number of patients would be assigned in the frequency/probability assessment. Wouldn't DAYS make more sense than patients?
The only way that number of patients makes sense to me is if we are trying to quantify financial losses on top of patient impact, but that doesn't seem to be in line with the spirit of the assessment.
I'm mentioning SAC in one slide in a larger presentation so probably overthinking it! But any insight would be greatly appreciated.
