Phenylephrine for priapism

I work for a large healthcare system with both 24-hour and non-24-hour pharmacy locations. Our current order for priapism management is phenylephrine 200 mcg/mL 10 mL syringe prepared by pharmacy. We have lots of issues with this being ordered in sites when pharmacy is not available. Timely administration is important so getting from another site does not seem feasible, 797 BUD regulations prevent us from making and storing this ahead of time, and concentrations lower than 100 mcg/mL are not clinically preferred. How are other organizations operationalizing this treatment in sites without 24-hour pharmacies?
