Creation of Medication Kit

Does anyone use a process (committee approval vs decision tree vs expert opinion) for evaluating whether something should be built as a physical kit, virtual kit, or just stocked in an Omnicell?

Ideally, this looks like some sort of objective decision tree based on the situation you are evaluating, but hoping someone else might have built this before we explore it for our health system.
