RECIVING MEDICATION BY RN FROM PHARMACY

hello,
I have a question regarding receiving medication by Rn from pharmacy, we are facing loss of medication in receiving, pharmacy said that we verify and dispense the medication, Rn well say we didn't receive it.
we don't have technology support in this face to close the loop of the medication in the pharmacy receiving area.

if someone can help, to give me a way to reduce lossing of medication during / between Rn and pharmacist? I know the best way is by using technology, but what other solution? for organization can't effort that
