storage of medications outside of med rooms and pharmacy

Hello,
Our ER is looking to store Tylenol in triage outside ER for a pain management in triage protocol. Has any institution implemented something similar?
We do not have an automated dispensing cabinet there so are trying to determine how best to store it. Locked cabinet with combination lock? key? however if we use a key then where will the key be stored? Additionally accountability of the medication- would it require documentation of removal each time (we are of course concerned staff will take Tylenol for themselves as its easy access).. Rambling a bit here but as you can imagine I have quite a bit of questions/concerns.

has any institution implemented something like this or have any recommendations? If you have any policy's/protocols you would be willing to share that would be helpful too.

Thanks!
Rachel
